I tried to make highpoly details inside substance painter using custom alphas, tile generator & gradient maps rather than relying on geometry to minimize any bake issues. Had a super fun making it. Two texture set each 2048 X 2048. Tri count around 12k.

Radio Check.....

Radio Check... Roger that.
Mostly Used by Military and Security Personnel.
Based on Kirisun T60.
I wanted to go for damaged and rough version. Texturing part was more enjoyable. Also lot of highpoly details were stamped inside Substance Painter to make highpoly much simpler to create.
Used multiple texture set to get more textile density.

4.Now add cloth modifier to sandbags. Now set it to cloth and cage as collision as follows

5.Now run cloth simulation,

6.Now delete the size bags to remove inconsistency.

7.Now you can just clone them around.
